The Digital South Asia Library at the University of Chicago seems to have digitized the entire contents of the Imperial Gazetteer of India, published in 1909 Clarendon Press in Oxford, 1909. I was able to download most of the pages to do with the territorial extent of Uttarakhand as the whole Gazetteer is a remarkable treasure trove of information at the district, tehsil and city levels.
